Last autumn we supported the Care Group, which is owned by all the GP practices in Tower Hamlets, to win their first major tender. The Care Group was awarded the contract for the health visiting service by the London Borough of Tower Hamlets. We also supported the transfer which took place on 1 April 2016. We then led the Care Group's winning bid for a £33m p.a. community health services contract in Tower Hamlets. The Care Group is the alliance manager of an alliance with Barts Health, East London NHS Foundation Trust and Tower Hamlets CCG.

In late 2014 we were appointed onto a framework agreement to support Humber FT, and were immediately asked to support a bid for community services in Whitby, North Yorkshire which was at an advanced stage of a competitive dialogue process. We helped the Trust to develop its service model and wrote and reviewed much of the bid. Humber was subsequently appointed to run the £6m p.a. contract. More recently we have been supporting Humber to complete a bid for community health services in East Riding of Yorkshire. The bid was submitted in September 2016.
UnitingCare Partnership
UnitingCare Partnership LLP was an NHS owned firm that won a 5 year, £1bn contract in 2014 to be the system integrator for unplanned care for people aged over 65 and adults with long term conditions in Cambridgeshire. We provided support during the bid phase on developing the winning service model and in engaging primary care. We continued to support UnitingCare and one of its co-owners, Cambridgeshire and Peterborough NHS Foundation Trust (CPFT), to mobilise the contract. This included setting up the Joint Emergency Team (an ultra rapid response service to urgent calls), setting up the OneCall single point of access service centre, providing interim management of community health services which transferred to CPFT on 1st April 2015, working with the acute hospitals to develop integrated care pathways for ambulatory care sensitive conditions, and working across the system to improve end of life care. Although the contract was terminated, the service model continues to be used across Cambridgeshire.

In 2014 we were appointed through a framework agreement to support the Trust to win bids following a spell where the Trust had lost a contract for one of its public health services. We received a request for support part-way through a bid to retain school nursing services in both Stockton and Hartlepool which were being tendered at the same time. We helped the in-house team to develop a service model that would meet the discrete requirements of the two separate tenders while keeping it manageable and financially sustainable. The Trust subsequently won both bids. We were then asked to support a bid for smoking cessation services which the Trust also won.

We worked with a community healthcare organisation and the Arthur Rank Hospice Charity to transfer the operational services into the charity. We developed a business plan and assisted negotiations with the NHS provider, the Charity and Commissioners. The service subsequently transferred successfully to the hospice.

In early 2013, following an exercise by a major consultancy firm to produce a modelling tool to assess the impact of proposed changes to the configuration of five acute hospitals in SE Midlands, we were appointed to provide an experienced NHS practitioner's review of the model and to engage with the participating hospitals as the plan was developed by the Project Team. This involved testing the model and reviewing the data it was based on, and consulting with the Finance Directors and Chief Executives of each of the Trusts. Ultimately the Trusts and Commissioners were not convinced that the gains from reconfiguration were sufficiently greater than the cost to make a persuasive argument for change.

In January 2012 we assisted the preparation of a strategic business plan for a managed merger with Milton Keynes Community Services. We helped the Trust develop its vision and strategy for integrated health and social care services that put people who use the services at the centre. We demonstrated the benefits of integration to service users, providers and commissioners using Telehealth and Telecare, outreach, and locality based multi-disciplinary community teams. We benchmarked performance and identified stretch targets that would deliver shorter lengths of stay, care in the most appropriate settings, improved outcomes and patient experience. We devised a workforce and organisational development plan for the whole system and undertook a stakeholder engagement exercise, culminating in a stakeholder workshop involving both organisations, the local authority, LiNK, governors, and the CCG.

We provided leadership and interim management support to East Coast Community Healthcare CIC (ECCH) in 2011-2013, and developed partnership working arrangements with Norfolk and Waveney PCT, Health East, the locality CCG, Norfolk and Suffolk County Councils, and Norfolk and Waveney Mental Health Partnership. We took ECCH into a strategic partnership with the Great Yarmouth Community Trust and successfully won a joint bid to run childrens' resource centres in Great Yarmouth, Gorleston and Lowestoft, and won £800k of grant funding for the development of a community hospital. ECCH exceeded its planned surplus in its first year of trading,increased its staffing from 750 to over 900 and met all its key objectives and local performance targets, as well as winning new contracts.
Tirana, Albania - Mother Teresa University Hospital
In 2010 we assisted another World Bank funded project to modernise the Albanian Health Service. We joined a local team of Albanian consultants working with managers and senior clinicians at the Mother Teresa University Hospital in Tirana and two district hospitals in Korce and Shkoder. The objective was to prepare the hospitals for a move onto a tariff based system of remuneration, and to introduce them to the concepts of business planning, budget management and business case development.

In 2006 we assisted a project in Bratislava, Slovakia, funded by the World Bank, to modernise the Slovakian Health Service. Our role was to provide training and a Masterclass to senior hospital managers around transformation of acute hospital services through process mapping and redesign.

PHASE is based in Scunthorpe where it provides an accommodation and support service for young people transitioning from care to independence. It was launched on 1st April 2014 as a spin-out from North Lincolnshire Council which retains ownership of the social enterprise during an incubation period, after which the majority of shares will be transferred to the staff. We supported both the PHASE team and the Council to develop the business case and devise a robust approval and project management process and we led a number of staff and user engagement workshops. We recommended a legal and governance structure which is Teckal compliant for the initial trading period, and helped the council and PHASE develop and agree commercial transfer arrangements and a service contract. During transition we incorporated the company, set up an accounting system, established banking arrangements,advised on lease structure, IT (email, website, document management, domain registration), TUPE, and governance.

We supported Cambridgeshire County Council to establish Healthwatch Cambridgeshire as an independent social enterprise CIC limited by guarantee. This included consulting with the principle stakeholders, researching and advising on effective ways to engage with the wider stakeholders, running a workshop for seldom heard groups, advising on options for legal form, recruiting the Board and guarantors, providing Board development sessions and supporting the Board in its early meetings, and liaising with the former LINk organisation to ensure a smooth transition as Healthwatch took over its functions.

We worked with a team from Guys and St Thomas's Charity to launch a social enterprise that delivers a programme of art and health research under the banner of "Breathe". Breathe runs highly popular "Magic Camps" for children with hemiplegia. Following Breathe's successful launch we continued to provide support with its financial management for a period afterwards. Our team of four consultants, led by Tracy Cannell, conducted a gap analysis of the organisation's capability and capacity to develop an integrated business plan and to take the provider arm through the transition process to a full social enterprise. We were retained to advise and coach the senior management team and lay board in preparation for formal due diligence review, and subsequently to lead the transition. East Coast Community Healthcare CIC (ECCH) launched on 1st October 2011 and we continued to support it over its first two years in interim senior management roles. The company, which has a turnover of £38m and nearly 900 staff has been trading very successfully since.

A number of recommendations were adopted by the organisation and the PCT, prior to the successful launch of the organisation.

The IBP was approved by the Board of NHS Bradford and Airedale in December 2010 and we assisted Liz Weatherill, the Managing Director of PCIS through the transition phase preparatory to the launch of the Community Interest Company, Enable 2 CIC, on 1st October 2011.

Bevan House made a Right to Request application to become a social enterprise and with our support its Integrated Business Plan went to the PCT Board in January 2011. We continued to support the team in the transition period before the new social enterprise went live in September 2011.

We were appointed to rescue a Wave 3 Right to Request application after the team's first IBP was rejected by the PCT. The team is a primary care nursing service specialising in lymphodema care. We helped the team re-write the IBP with more robust financial modelling, and then helped negotiate for them to be hosted by an established social enterprise while they satisfied the PCT's transition requirements. We provided coaching for the team in anticipation of their Board to Board meeting. The company was successfully launched and subsequently won a Nursing Times award.

The team was one of the first wave Right to Request applicants which we supported in the development their expression of interest and full business case through to launch. We also facilitated team development to help RippleZ shape their plans and legal form. RippleZ has been extremely successful and continues to go from strength to strength, gaining new contracts which has doubled their turnover as well as successfully bidding for grant funding from Impetus.

We developed a business plan for the creation of a new medical school facility to be run by the University in conjunction with Milton Keynes Hospital. The proposal went through a GMC approval process and the two organisations began accepting the Medical School's first students in 2015.
